Beach Energy (Beach) is consulting on the Enterprise Exploration and Development Project (the Project) Operation Plans and associated Environmental Management Plans (EMPs). This information sheet outlines the proposed activities for consultation with relevant persons, as required by the Petroleum Act 1998 (Vic) (the Act).
This page provides detailed information about the consultation process and opportunities related to the proposed EP activities throughout the consultation period. The consultation period will close at 5pm (AEST) Friday 7 August 2026.
Consultation

Before starting any onshore oil and gas operation, an operation plan must be submitted by the authority holder and accepted by Resources Victoria.
An operation plan describes how the authority holder will carry out onshore conventional oil and gas activities in a safe and environmentally responsible manner to ensure any risks identified are managed as far as is reasonably practicable over the course of the operation.
The operation plan must include detailed environment management and rehabilitation plans and, if well activities are proposed, a well operation management plan.
Purpose of consultation
Consultation with relevant persons is an important part of developing the operations plan and associated Environmental Management Plans (EMPs). The purpose of consultation is to ensure that potential impacts have been identified, and appropriate measures are considered and adopted as a result of consultation.
Beach is providing a range of consultation methods and opportunities to relevant persons, including Engage Beach; in-person community information sessions; phone calls; emails; and meetings. Please contact us to discuss your preferred approach to consultation.
Relevant persons
Under the Act, a relevant person or organisation is defined as any person or organisation that may be affected by an activity carried out under the operation plan, and any person or organisation that has interests that may be affected by an activity carried out under the operations plan.

Sufficient information
Beach is providing sufficient information to relevant persons to allow them to make an informed assessment of the possible consequences of the operations plan and EMP activities on their interests or activities.

Reasonable period
Beach is providing a reasonable period of time to allow relevant persons time to assess the sufficient information and for consultation. What is a reasonable period will depend on the nature and scale of the activity, the potential impacts and risks on a relevant person’s functions, interests or activities, and is considered on a case-by-case basis.
Consultation for the purposes of developing the Operation Plans will close on 7 August 2026.
